Wither TR-069 or CWMP - I'm not sure which would be better of OpenWRT. Since there isn't an mature OS TR-069 solution, prob need to look at the larger community. Here are two OS CPE projects: WebIt is an implementation of a protocol called tr069 (or cwmp) that is used to read and write parameters of the CPE. It is http based and the info is passed in an XML structure. Easycwmp is the only opensource client that I know because usually each vendor has their own agent. I've worked with Huawei's and Arris'.
